Mississippi has embossed county names on all passenger license plates
since 1941.  Some counties have two county seats, and therefore, two
separate license plate assignments.  Number of counties having two
assignments:  6 (1923-25, 1930), 8 (1934, 1952), 9 (1953-71),
10 (1972-present).  Hinds Raymond office began 1927.
